In Harajuku, Shibuya and such areas you can see people dressed like that. The type of stuff you see on Tokyo Faces and other similar sites. They don't stray very far out of their natural habitat.

Most of the magazine scan stuff posted so far can be seen on a day to day basis anywhere in Tokyo

Have literally been in shinjuk/shibuya and Harajuku for the last week. It's nothing special. Obviously it's one of the hippest places on earth, but it's still not like the expectations that foreigners have.

It's possible that it's too cold to look good, and people are saving their fits for the summer, but I doubt it.
