Average height and shortish people can wear long coats. Just try to not make it too long as in stop mid thigh or higher. If you are really short then just stick with bomber jackets, down jackets or anything wool that doesn't fully cover your ass. 5ft 7 manlet here, bought a parka recently. Somewhat regret it but love it for freezing cold days with cable knit jumpers and Timberlands.
Been experimenting with it mod-influence style with button-ups and brogues or desert boots, had a lot of compliments.

Sure, they probably look better on taller people but fuck it, if you want one just get one and make sure it hits mid-thigh so not to drown you.
