It looks like a very ordinary three-piece suit except for the covered buttons and the fact that it actually isn't a suit since the trousers don't match. Four-button suits are rare nowadays, but you could button pretty much any three-or four-button jacket like that if you wanted to, it's just an old-fashioned style.

Find a mod-tailor in the East End of London.

They still exist and can do this Edwardian style type stuff the proper way.

It can work but only if you treat it like a 2/3 roll (use only the middle button, or in the case of a 4 button jacket only use the 2nd to lowest button), pic related.

Depends on the tailor, but a good bespoke suit starts at two grand (USD) minimum. And start with plain navy, there's a reason it should be your first suit.

This, their Washington model is a 2/3 roll, but you wont get a four button suit anywhere that has any sort of decent quality besides bespoke. As for color, darker the better (that's not black) so charcoal can work too but you may consider getting a dark blue/light navy instead of straight navy (this is what I did against better judgment).
