Depends on the work. Callcenter? Go for casual. Bank? Go for business.
Next to that, the culture is also important. Some lower-class jobs do require you to put on fancy outfits because that is the culture. So my tip would be: do what you expect, then adjust accordingly.

Personally if I were having doubts about a job's dress code, I would just ask over the phone or during the interview. My current job probably falls into the "smart casual" category though.
I work in one of those casual places where they don't care if you come in pajama bottoms and a tshirt. As long as you look like you showered before coming in
