this jacket specifically is okay. It will be a bit harder to pull out since you are probably not a celebrity, but if you social circles are okay with stuff like that you'll be fine.
It's a denim jacket so it's versatile in terms of casual/street fits.

What I'll recommend is just copping something that fits you well, second hand or not, oversizing is optimal and just go wild with a paint marker on it. You can optimally buy a second jacket from a second hand store that has a close shade of blue with the first one and cut it up for patches, it'll be really neat, since patchwork and use of multiple textures were really into some of last years a/w shows.

I vote for cool, but you'll have to able to pull it.

I think you can apply it to a broader range of situations - Kanye here is dressed in a hoodie and sweatpants, far from punk really, but through his status, broader understating of casual wear and also the fad of "hip-hop being the new punk" (that's still kind of lasting, if we count frank ocean's green hair and others) that was going around some time ago.

People in the punk scene write on shit all the time. Now, because it's part of the established/stereotypical aesthetic, partly because someone you serious can't buy something with whatever band/slogan ya want on it.
It's a style whether you like it or not and it's not going to take away from your tru punx cred to admit that, and that other people might like the look without any attachment to the scene or the music.

If that jacket was on some kid with a buzzcut at the local show I wouldn't think twice.

The whole concept of punk fashion is something of a bizarre cultural oxymoron.

Even setting a starting point for defining either punk or punk fashion is hazy. Would the Sex Pistols have succeeded in the way they did without the aesthetic and clothing developed for them by Vivienne Westwood and Malcom McLaren. Or alternatively, would the punk aesthetic of Westwood and McLaren ever have truly taken off without the music and attitude of the Pistols.

So right from the beginning you have a sort of he said she said stand off. Some people think Punk has always been a fashion and means of expression first and a music second. Others feel it's a music and ideology first and foremost and the clothes come second.

So to some wearing a jacket like that is totally fine regardless of whether you listen to Punk or have a Punk ethos or anything of the sort. On the other hand there's definitely a lot of people out there who will look down on you and think you're an idiot for spending a ton of money on a Punk looking jacket without actually listening to the music or just making a jacket like that yourself for that matter.

It gets even more complicated when you begin to think about how from the perspective of someone like John Lydon, Punk is about breaking rules, in which case breaking the rule that "Punk is supposed to be cheap and DIY" by purchasing an expensive Punk jacket could actually be considered more Punk than towing the line and following the "rules of Punk".

Another issue arises when you considered the cultural context of Punk. In places like Asia, Punk was introduced as a fashion first and a music second. In some areas like Korea you can find many people who recognize Punk as a fashion style but very few who know there also exists a music called Punk as well.

Some final food for thought would be the question "Does Punk even exist"? A large contingent of people feel Punk as an idea died off decades ago and has since been absorbed into the aesthetic lexicon of pop culture. Not unlike a dead language or extinct culture is there even a point in debating the merits of a Punk style jacket and someone's wearing of it when the original incarnation of the idea has since dissipated?

My personal opinion. If you're unaware that punk is a type of music with an ethos that focuses on anti-establishment ideals and DIY methods sure there's no harm no foul in spending hundreds on a Punk style jacket. It's just something that looks cool to you. However if you're fully aware of these things and then have to ask an anonymous online image board if it's okay for you to wear such a jacket despite knowing full well you don't really care about any of the idealogical baggage that comes with the jackets aesthetic I think you should probably steer clear. Or better yet why not actually explore the music and express your appreciation of it by doodling on your own jacket instead?

Only been to a couple grind/pv shows but most people wear black jeans, black boots or sneakers, and a metal or punk band tee or a plain tee. Some people have denim jackets with patches and shit too but they're the minority. So basically if you want to dress like you listen to extreme punk just wear jeans and combat boots desu, and get some band shirts if you're into that.
