How many plain t-shirts should a person own?
Luminary - Amsterdam (Smith & Pledger Remix)
I own like 15 or something because I don't like thinking about what to wear. But that's crazy fucking boring and I'm starting to branch into more creative fits. I guess it really just depends on the person and what you want to get out of your wardrobe.

Techno interests me, so I keep things minimal. I rarely wear anything but a plain tshirt in the summer, and the rest of the year I just put a sweatshirt, cardigan, or jacket over one.
I guess 7 is an obvious choice but I feel like cycling the same shirts and washing them weekly will wear them out quickly
At least 2
8-12 but I don't wear collared shirts.

Does plain include colored tee with no logos or writing, or just white/black tee? Because a reliable set of solid-color tees are always good for when you're not sure what to wear otherwise.
White, black, blue, maroon, & green covers all your bases.

red is great too. I basically only wear plain colored shirts.

get high quality shirts. If you're going to only wear basics year round where's the harm in spending money on high quality ones?

It depends how much you want to spend obviously. I think banana has good shirts for their value and I relatively inexpensive. Reigning Champ makes decent tees but the stitching on the bad (although iconic? I guess) some may not like. Uniqlo and J Crew Factory are on the very cheap end but they make decent stuff but it may only last 5 or 6 washes. At the end of the day they are t shirts. So once you start spending above $50 a shirt the changes are going to be minute. I would just try to explore different brands. T shirts really depend on fit and comfort and those factors are entirely personal.

I really like Margiela tees. They are plain, but always have subtle little extra that makes them pop.
Acne does great one's too.
For really plain ones Blanc Essentials or Asket are best price:quality:fit you can get,
