No, I wouldn't say so.

You definitely need to get a haircut though (amongst other things). Before you buzz it I'd recommend a simple shorter haircut; if you consider that to look good I'd say, at least try, buzzing it in the future.

You also need to keep your face shaved at all times. For that I recommend the "Braun Series 5 5030s Shaver". Use it a couple of times a week to maintain a good, clean-shaved look.

If you do all this and you still look dopey I'd say also look into a new pair of glasses. Something like the photo I attached would look good on you, I think.

If you're still unsatisfied with your looks I'd also consider losing some weight. Not saying that you should get skinny-skinny, but just lose a few kilos in order to "tighen" your face up a bit.
