I think it depends on shades and materials

For me, in order of most acceptable to least --
-black with dark brown shoes
-black with really light brown, almost tan shoes
-black with orange-brown shoes, like op pic = bad or sketchy

The more the shade of brown contrasts the better, why tan is a popular choice. Avoid mid and dark brown for more formal settings, and avoid dark down wherever possible. Dark browns go better with blue
