Farrutx, Yanko, Lottusse, Barrats and Carmina are the ones that came to mind that I can vouch for. just some of the many spanish (from Mallorca, to be precise) brands of excellent quality and not necessarily very expensive. Though Carmina can be quite pricey for certain leathers and models...

Meermin only does cordovan shoes in their group made-to-order system, small batches at a time, but they usually post a style or two in cordovan per month, it seems. €350 for a pair so it's a good deal.
