OP was asking about hats, not a particular style of hat. Boater (OP's pic) is for summer. My pic was for cooler weather, but still sunny.
Cold weather without sun demands beanie, usually, which is very much in fashion last time I looked.

Suits also got stripped down to the basics during and after the war due to shortages and people stopped wearing them as everyday wear, opting for work wear instead

It took a while for the practicalities to influence fashion. Cars became available to the lower-middle classes starting in the 1920's, but people in cities still rode streetcars and walked a lot.
Only with the move to the suburbs in the 1950s did cars become such a vital part of life. That's when hats started to go away. It also led to a lot of "big hair" styles for women that made hats impractical.
