Do a normal strength program but don't over-eat, you will develop muscle and low body fat but won't get too big because you will not have the excess calories.

A simple program is Legs, Push, Pull.

Day 1
Dumbbell lunges
Straight leg dead lift

Day 2
Overhead Press
Barbell Press
Dips

Day 3
Bent Over Dumbbell Rows
Dubbell Bicep Curls
Pull Ups

Repeat this every day with no rest days. Don't do any 'roids and don't over eat. Ottermode is fairly easy to achieve as long as you work at it consistently and don't eat like a pig.

If you're already skinny don't eat a fucking deficit. You need to eat big to gain muscle and make sure that at least 40% of your calories come from protein so that as you lose fat, you do not lose the muscle you're working for.

ive tried going to the gym before, but i have bad anxiety problems. and i dont wanna buy a whole load of equipment for home.

I have a pretty flat stomach, top 2 ab muscles are showing but kind of large love handles and thick as fuck thighs, which are part muscle on the quads and fat on inner thigh. My arms are thin but I started lifting and they're getting bigger. I want to be ottermode but I need to cut fat while creating muscle? should I lift and also go on a caloric deficit?

The thing is, im a stremelly light person, im barely 110 lb, 5'11, but im still kind of soft in the belly area. Mi arms are rail thin and my legs after the knees are too but my high legs, booty and belly are soft.

I've always being almost anorexic but for some reason last December didn't treat my body too well, so im freaking the fuck out, this is all new to me

My current diet is:
As little sugar as you can, occasional coke is fine. No beer, VERY little alcohol.
Light breakfast and lunch, Heavy dinner (Heavy breakfast is better for you iirc but Uni fucked my schedule up)
1 hour cardio, 60 Push ups, 60 crunches and this https://www.youtube.com/watch?v=e-9BGPgVRas
Other than that, 40 min-1 hour of generic gym machines. 4 sets of 15 reps. Don't really know their names. 4 days a week, 2 for upper half, 2 for lower.
I used to swim at lest twice a week in primary school though.

not saying you look shit or anything , but I think you could skip 2 days of your gym and maybe your bodyweight work out and still look the way you do.

i hit the gym twice a week with mostly free weights and a rep goal system and have more mass than you do.

again not criticizing your looks if that's your goal body that's cool.

Is it really that much? I always seem way less tired and worn out than most people at the gym.
To be fair, I was bulking for the last 5 months of 2016, and only changed my routine in January but I agree with you that it doesn't really show as much as it should.
I know it sounds like a bullshit excuse, but it may be because I have a pretty high metabolism. I have trouble both gaining and losing weight. The fact that I only started exersicing about 8 months ago probably doesn't help. I like to think I gained some chest though.
