What would you consider suitable smart casual clothes for an interview?
I always feel ridiculous wearing smart casual like pic related in winter months, with a blazer / jacket.... where I might as well wear a suit and tie instead.

Interview for what kind of job? The expectation depends on what industry and what sort of position you're applying for. And what's wrong with wearing a jacket when it's cold anyway? Dress appropriately for the weather.
I've always worn a suit to interviews. If I showed up to an interview without a tie and with my sleeves rolled up I would probably get some strange looks, but then again engineering is a conservative field and not exactly fashionable so a boring suit with no frills is what's expected for interviews.

Yeah dude i'm no engineer, it's an interview for I.T helpline at a smoothie company, so they are laid back. Hopefully that gives some more context, suited and booted is overkill compared to the company image.
