Heres the rub OP. If its millitary surplus its likely to be made with function in mind. Heres what you do.

Iron it and nip any threads off it.
Pair with a set of washed indigo jeans in a decent fit and as its a millitary coat, a nice set of brown leather boots. Try to avoid tan. Underneath have a jumper of some sort in a dark blue or maroon or a t shirt and tie it all off with a scarf in a dark colour, again maroon would be a good one.

Voila.

Throw the pants away, switch them out for something in either brown, olive, black, or grey. The bright green looks like ass. If you want to be a punk get some denim and combat boots and stop caring so much.
