I became about 7kg overweight by BMI and was around a 36w33l.
I'm currently around 7kg under overweight by BMI, including maybe 5kg of water weight. (So up to 2kg under if I eat some carbs.)
At this point I think I'd be comfortable in 34w, uncomfortable in 33w, very uncomfortable in 32w.
So I don't think the rule holds all that true, I'm not "super" fat. Though core strength is probably an issue here. With a strong core you'll cinch you waist better: mine is weak.
