Cuffing at that level in relation to the level the shirt falls makes it look wide and stocky, not wide and flowing. That and the pairing with the boots that make up 1 solid plinth with no break / space in between the cuff and top of the shoe makes the bottom look even more confined.
If there was no cuffing and the hem of the pants fell at the same level, it wouldn't look that bad
