You just hear this because those who are truly poor enough to want to enlist in the military have never really had much money so $36k is a unfathomable amount of money to them since back home they lived on $2500-7000/year in rural flyover.state

Not sure about the US, but in Canada an enlisted man earns around 55k starting.

Going off how blue collar/ex military dress where I live.
-Light-wash Levis 569 or wranglers equivalent
-Columbia fishing shirt or ill fitting polo with sleeves to your elbow
-I live in Georgia so Georgia boots(seriously, everyone has a pair here)
-Top it off with some Costa Del mar fishing sunglasses and maybe throw a trucker cap and you're golden

Being an Officer is a managerial profession usually requiring a degree or a good amount of experience.
Being a PFC is a labor subordinate position requiring no qualifications or experience.
The pay difference is huge.
