Yes, it works for eyebrows and non-balding hair in general. One thing worth mentioning about it is that while you can apply it locally, hair growth will be stimulated in adjacent areas, too. I had fine hair growing on the upper cheek region, below the eyes.

I don't think it would work. It desn't grow new hair, only slows hair loss. And it says its for the bald spot on the back of your head and wont work on the "M" pattern baldness in the front. idk why, but that makes me doubt it would do anything to eyebrows
