So can anyone get super skinny legs if they lose enough weight? I've lost about 80 pounds so far (starting weight 245) and, while my legs have slimmed down, Im still carrying a bunch of fat/mass in them, specifically my calves more so than my thighs. I know I'm not skinny at all yet, but is there hope or is leg slimness mostly genetic?

Slim legs combined with clothing proportions that accentuate the legs will make them look longer. I think after a certain point of leg slimness, it really comes down to the proportions of the outfit (unless you actually have really long legs, of course).

Fat distribution is genetics, but once you get to a low enough bf% it shouldn't matter. You might carry more in your legs while someone else might carry more in their gut, but the difference between the two of you will be minimal at <10%.

Muscle is a little trickier. Since you are a former fatass, you probably still have a lot of leftover muscle from carrying around an extra person all day. Your body generally doesn't want to get rid of muscle since it's a less efficient source of energy than fat. That said, excess muscle also is really inefficient unless you're lifting heavy things all the time. The V8 truck is great for hauling shit but gets terrible gas mileage. Your body will notice that you're not carrying that extra weight around and adjust accordingly. It just takes time.

Alternatively you could just starve yourself and your body will start breaking down muscle for energy once it runs out of fat, but that's generally a really shitty way of doing things because of all the side effects. It worked for Buddha and Jesus though.

I was 210lbs when I was 22, grew another inch while I lost 50lbs, then gained a bit of muscle lately. Good cardio, not so good on gainz. I jog, hike, and ride powder, so my legs stay the same size. I'm decide to be a lazy shit 9/10 times, but I enjoy getting out to do intense funtivities 2x a month or so. Having a dog and no yard is good in that I walk half a mile or more every 4 hours.

This is just one of those weirds things you go through during weight loss. There are always spots that take a really long time to see results and I'm sure the calves are one of the final things to go. My advice would be to do A LOT of cardio NO JUMPING, NO SPRINTING just do very long low to medium-intensity sessions.

Also your calorie deficit is gonna get bigger the more weight you lose. It gets harder over time.
