I used to get it from my work boots.
Probably just poor fitting. Too loose/too tight.
If they're too loose they create space that allows your heels to slide back and forward in to them in your boot.
If they're too tight they create friction when you walk and your heels rub against the boot.
Breaking them in might solve it if the problem is minimal but it looks quite bad there.
Better sizing senpai if not.
