Basically everyone with "puffy" hair actually has damaged curly hair.

Stop shampooing all together, condition the hell out of it, maybe put in a leave in conditioner and let your hair completely air dry. The natural curls will start coming out and you'll be amazed.

Yes, it is the ancient Roman Caesar style, although Julius Caesar had a higher forehead and was balding. It is more similar to pic-related. The Caesar haircut is mostly timeless.
