actually not true many high end cameras can have slower shutter speeds for things like time lapses or in sections of film where you want motion blur.

shutter speed doesn't matter, with a global shutter that you have in high-end cameras you're never going to get that effect at any shutter speed (although for artistic purposes you can often disable the global shutter to generate that effect on purpose)
