The monogatari series would rank pretty high for art quality. Although it's not a fully fanservice oriented show, there are many notable ecchi moments, especially in nisemonogatari. Also it has a much better plot than most series that exist only for the ecchi content.

Omamori Himari, but manga, anime's kind of crappy.
The art and designs are well done. The story is... well, acceptable for an ecchi harem, but it gets pretty annoying towards the end, and the main hero is of course as generic as much as he can get.

Most ecchi anime, including many of those mentioned in this thread, have insufferably bad writing that kills boners far too hard to make me fap to the show.

The Monogatari series is great, but it has little in the way of real, sustained fapability. Collecting a few gifs is better than actually trying to fap to the show. Watch it for the writing though.

Godannar and Bakuretsu Tenshi are two of the only shows I can think of with high levels of fapability that I can actually say I enjoyed watching in the past, for non-fap reasons. In the present? Kill la Kill, of course.

Although, quality of the actual shows aside, there are some great DVD extras out there. Ladies vs Butlers is my definitive example. My dick fucking lost it.

Zero no Tsukaima is baffling to me. If it weren't for the all the fanservice, you'd think the target audience was preschoolers. The story and format of the show are otherwise age appropriate for five-year-olds.

As for positive examples, I remember watching Green Green and liking back in the early 2000s. The plot is fairly cliche, but the execution was decent enough. Most ecchi is so agonizingly stupid that I can't make it through the first episode.

First to answer the OP:
Seikon no Qwaser, Manyuu Hiken & Kagaku na Yatsura (OVA)

As I see it, ecchi needs to be very plentiful or you might as well leave it out. Either I want to Watch something so hot that I can fap to it, or I want to Watch something serious. Its my opinion that you cant combine the two. When I fap I care not for story good sir!

This is a problem for me because the quality of animation is often bad in hentai anime, while its often very good in ecchi anime. I long for a hentai with the the same quality as seen in the ecchi.

The animes I listed above actually sort of comes Close to this, because there is so much ecchi in them that they almost qualify as hentai. Especially Kagaku na Yatsura

People have different tastes. For some people simple concepts - for example, the protagonist being addicted to a girl's drool in Mysterious Girlfriend X - can be far more arousing than episodes chock full of panty shots.

Ecchi anime tend to fall into the latter category, likely because they can reach a large audience by following a proven formula. But while some people will really enjoy it, that kind of ecchi isn't for everyone.

For me it seems to be there can only be so much of plot AND ecchi in something for me to enjoy it. If it overloads in a combination of the two I just can't enjoy it.

Kagaku na Yatsura for instance, TONS of ecchi/almost hentai stuff with hardly any plot. Loved it.

Sekirei, Sora no Otoshimono, Senran Kagura and Highschool of the Dead have a lot less ecchi compared to Kagaku na Yatsura but a bit more plot, humor and such to balance that out. I like those equally as well.

But then Queen's Blade and Seikon no Qwaser... I can't watch them and enjoy them. The fact it's trying to have a fairly dramatic plot mixed in around all of this over the top sexuality... I find myself conflicted and end up frustrated. I dunno, maybe I'm just weird.

I'm surprised nobody said Freezing. Great eye candy (boobs in almost every frame) with a good story and likeable characters. I loved the first season, even though the ending was meh, there is a second one now. Great anime.
Another great one is Infinite Stratos, though it has a lot less eye candy.

Hm, nobody has mentioned Hagure Yuusha no Estetica.

Though its character-design seems a bit bland and it might get kinky from time to time, it has one major advantage over most ecchi anime. The protagonist isn't dense, nor is he a weakling either. He's a perverted badass, who immediately is one of the strongest characters of the show. And he knows it.

Well, nonetheless he's one of the better self-insertion characters I've seen for years.
Sadly, the show didn't sell well enough in Japan, so I guess we won't see a S2, which is a shame, because the first season is more or less mere exposition (I bought the localized version btw).

Oh and one more: I don't know why, but Kuttsukiboshi really got me. I don't know if it still classifies as ecchi or already moves in the hentai direction (though it contain's no graphical elements). It's worth checking out if you like yuri stuff.

I guess I missed something about the thread so maybe that's why it wasn't mentioned. But I personally liked ToLOVERu alot. Its a pretty standard harem comedy, so it's plot is, albeit, lacking, but it does have good animation, and the characters are (almost) all pretty interesting.

I might get some shit for this, but I'll say in anyway.

In my honest opinion, Queen's Blade Season 2 was one of the best ecchi anime ever produced. Great visuals, copious amounts of fanservice, an epic OST, great characters, and even the plot was pretty damn good. Season 1 was definitely "meh". If you asked me, I'd say the quality difference between Queen's Blade Season 1 and Season 2 is akin to the difference between Fate/Stay Night and Fate/Zero. The 6 episode OVA series that came afterward are also pretty good, since it's just a continuation of the story. Queen's Blade Rebellion definitely blew, but I have high hopes that the next season will do exactly what the second season did and turn around into something epic again (if there will even be a sequel, because just about every one of Arms's 2013 anime fucking bombed). As for the BD specials for every season, just about every one of them sucked, you're not going to find anything as godly as the Ladies Versus Butlers specials.

Anyway, it's sad how overlooked that particular season is. The show itself is already pissed on by the majority of anime fans because "too much fanservice", and with the first season being so bad, people don't even make it to Season 2.

My issue with Queen's Blade is that the characters are ALWAYS acting sexy; even when they are trying to be serious. Just made some of the scenes too goofy for me with the conflicting tone. Asobi ni iku yo
Ichiban Ushiro no daimaou
Dakara boku wa H ga dekinai

All of them had a great sense of humor - I think. For real, until I saw people bashing Asobi ni Iku yo hardcore for having a totally incomprehensible plot, I assumed it was obviously a postmodern work of genius. The lampshade is so integral to the plot in those 3 - it's so bad that it must be good.

Not that it really matters whether the writers knew they were geniuses. I found them all to be very entertaining deconstructions regardless of their intentions, and that's what counts.

Then there's to love ru. Take Asobi ni iku yo, subtract wit, charm, nipples, and plot, multiply by 3 seasons.

The thing about QB is that it can't do middle-ground.
Either make it fanservice, or have a serious-plot with the occasional awesome fight.

I beat off to the ending of the Queen's Blade: Utsukushiki Toushitachi OVA's so many times I thought i was gonna break my dick. QB has to be one of the most overproduced ecchi series of all time. You can really see how much money was sunk into it when you look at the art, animation, ost and stellar voice cast.

I didn't mind rebellion, but mostly because it was more boobs and some of the boobs got cute new outfits. But some of the character designs [spoiler]Mirim[/spoiler] were shit. But hey, to each his own.

Queen's Blade at times was, in my opinion, everything that should be in a ecchi anime. Consistently good animation, combined with a good helping of nudity and fun sexy fights made it a enjoyable watch.

However, I still feel it ultimately feel victim to the same thing that many other anime of its kind do.

It wanted to be both a good ecchi show but also be a good drama/action story. And sadly you just can't really do both.

Because of that we as the audience continued to encounter situations where what should have just been a bit of sexy fun was dampened by sudden drama or the other way around. Mood whiplash was abound.

And because of that I feel it suffered.

Girls Bravo has both surprisingly good animation and a good story with both heartfelt drama and the periodic gut-punch of comedy. I went in expecting fanservice and was pleasantlyu surprised to actually find a really top-tier anime under the glaze of fanservice.

Monogatari has excellent fanservice, both visual and story-driven. You have to be willing to digest it's incredible dense amount of dialog though. Nisioisin writes very witty banter, but it results in characters who spend a lot of time monologuing or one-uping each other in a war of words, puns, and double-entendres.

Spice and Wolf is literally "naked flirty wolf-girl teaches you about the merchant economy of the early 1000's-1500's", so if that sounds good to you then go for it.

Some older titles like "Rune Soldier Louie" and "Those who hunt Elves" are high fantasy series from the turn of the millennium had a nice mixture of comedy, fanservice, and story. They're much lighter on the fanservice and more focused on the comedy though.

Golden Boy is another classic that generally bounces manically between gripping drama and irreverent comedy while occasionally diving head-first into heavily fetishistic fanservice.

The anime adaptation of Witchblade is rather famous for it's character designer being an artist who usually works in hentai and it shows, but at the same time the story doesn't slouch either. Be prepared for a lot of drama about the difficulty of being a single mother in a harsh world, but if you like milfs or that sort of "mama bear protecting her young" style of story then go for it.

This thread is dead, but I'll post my 2c anyways.

First off, golden boy did not get nearly enough mention. It may not have as much oppai jiggling and pantsu shots as modern prototypical /e/ shows, but its one of the most hilarious things ever to have been animated. To me its a clear cut above everything else.

Also no mentions of Ichiban Ushiro No Dai Mao? (the retard who mentioned it along with Asobi No Iku Yo doesn't count)

Yea, the ending was a trainwreck, but if you can overlook that then it was a pretty much the best you can get from a /e/ show. If the second half of the season was the same as the first, my dick would not be alive right now. Badass MC, mostly good girls (blue, purple, and green manage to drown out the boner killing, vomit inducing trash that is red), good plot for the first half of the show.
I really got the feeling that the setting mattered for this show. Most /e/ shows you can take the cast and transplant them anywhere and it would be more or less the same. In Dai Mao the setting and the world were pretty well fleshed out and interesting in and of themselves.

Ladies vs Butlers gets some well deserved mentions, but perhaps too many. I don't think there is much to set it apart from other good /e/ shows like MM or Princess Lover, or Omamori Himari, all of which have a similar art style and vibe,but none of which got mentioned.

Anyways. I've watched almost everything I could find on anidb and bakabt and nyaa with an ecchi or harem tag. I don't think my autism would let me sift through all of that and come up with a proper top 3/5. Instead I'll do the only /e/ shows I've ever dropped.

What I liked about freezing is that without the panty shots and boobs, the series would be almost exactly the same. Its a good action anime.

I didnt like the second season though. They reduced the panty shots and fighting and focused too much on the story. And the plot for it was horrible overall.
