looks like the black box there is for a battery for the battery back-up pump which is a separate unit then the 'regular' pump that runs off the house's electrical system. the orange 'hockey puck' is the sump over flow alarm. it will emit an ear piercing 'alarm' sound when the water level in the sump well reaches a certain level.
other possibility for the 2nd PVC pipe is for radon venting(?)
