The current picture suffers from most of the same issues. You're not improving as much as you think, and the way you felt the need to justify yourself with "that was an old pic!" or "I AM improving!" is part of the problem. Growth comes from accepting that you suck right now, at all times, not patting yourself on the back that at least your failings are "behind you". Never "rebut" criticism, and if you seriously feel insulted, at least strive to eventually rebut them with improved skills.

It's self destructive to regard all of your stuff as fully garbage, but you must take in the flaws of your art and acknowledge them, not ignore them. I agree with you. I have always had in consideration that one never stops learning and there is always room for improvement or try out something new.
Yet, as an artist, sometimes it is really hard to clearly see the flaws and then when we finish the drawing we see them or, as sometimes have happened to me, they are seen once I scan the drawing and see it in the computer's screen.

Since this is a more recent picture of yours I'll assume you're okay with a few critiques of it. It won't be the most indepth thing ever, but I hope it's helpful in some capacity.

First off, while I can get that Arturia is meant to appear pouty (and you did pull that off) instead of making it look as though she had puffed out cheeks, instead you made her look incredibly chubby. This is not helped by how the rest of her visible body also looks quite pudgy. The incredibly rounded chin and wide face are two things to take note on, as are the unrefined and heavily curved lines on her arms.

Nero's face looks slanted and a little flat. The expression is good, however. Her visible hand looks incredibly odd, though that is a difficult position to draw one in (and hands are already one of an artist's greatest enemies). The torso, on the other hand, is well done! Same with the chest. The arms aren't visible enough to show any real issues or positives. Her legs on the other hand do need a bit of working on. The one rested on top of the other has an oddly curved line going for it that isn't immediately apparent, making her thigh appear strangely deformed. The leg underneath's lower half looks more like a stick, and while that's in part thanks to the building destruction hiding part of the calf away, it's definitely still not right and needs some more mass on the left edge to not appear stick-like.

The ground perspective is something you have a major issue with -- not only is the view incorrect for this shot and doesn't match up properly, it also feels incredibly manufactured and stale because you stick far too hard to trying to make every building match some sort of set of guidelines. Views that "perfect" don't exist. This is hard to explain in words, but basically don't make your cities look like they came out of a "how to draw point perspective" book. It's unnatural as funny as it is

First of all, you kinda do. Second of all, even if you didn't suck, you would still need to draw under the premise that you do, otherwise you'll end up in a pit of stagnation forever. He doesn't suck. Far from it. He's not the best, there's plenty he can work on, but he certainly doesn't suck. There's nothing wrong with having a healthy level of self-awareness about the quality of your own art, and "I don't suck" and "there are elements of my work which could be improved" are not mutually exclusive positions. You don't improve if you go around thinking your shit doesn't stink, but you also don't improve if you don't can't make reasonable judgements about the quality of your own work. It's a two way street.

You spend too much time trying to polish your pictures, particularly your backgrounds. You need to sit down and grind out a bunch of study and practice on your fundamentals for drawing the girl who's supposed to be the focus of the picture. Work on your proportions and consistent use of guidelines for the face in particular. Learn from other artists and from real life, instead of slapping some weak base down and carrying it to the end.

Polish hides your mistakes from untrained eyes, which means that if you can't see your own flaws through your polish, you need more training. Even simple things like learning to draw circles freehand will help with your linework and shapes. Make sure you're constructing bodies from reasonable 3d geometry and not vaguely humanoid blob/silhouette shapes. Practice drawing that geometry, as individual shapes, from multiple angles to make sure you actually grasp it.

Background is solid but the main focus is just pretty all over the place for example the leg that is flattening the building has real obvious lack of shading and really don't seem to have any effort to help define her leg from the smoke.

Only thing that made me spot the smoke/dust cloud effect was the lines themselves you need to think about how light effects objects that are behind large amounts of dust or smoke. Making it lighter or darker will make the effect better as long as it is consistent it just makes her leg look like it's growing some cotton on its side.

Shading on the folded parts of her legs are too uniform and lacks any real sense of depth to them like with the buildings being so close to her leg it's should be lunch darker but of course not totally blacked out but still very much distinguishable from the more light exposed areas even improving the shading can drastically improve a drawing that can be considered pretty mundane and dull.

Don't forget line art makes the form of life in an image but the shading is what breaths life to an image that would have no colour.
Same can be said for the under book too you can see shading but it hasn't got much life into it and makes it hard to define both volume and shape making them seem flat. If only you put as much effort into shading the main focus of an image as you have with your backgrounds.

You need to consider which direction light is coming from more to further help make a better perspective.

Magazine is Weekly Shounen Champion. Oneshot ends with him still having the ability to shrink but I imagine if it's picked up for a series they'll go back to the high concept premise of inverted wishes. Still, if it got serialized, it would stand a good chance of getting an anime.
