A good way to use blur is to create a hole and fog over the entire rest of an image with a lot of lewdness in it.
You can sort of make out what it looks like, but your attention focuses on the parts in focus and can't make out any details of anything else.

mostly because that dump of images in my mega doesn't always have a complete set of someone's works, it only has the stuff I personally enjoyed enough to save.

Neat. Probably best to start with some ground rules regarding tagging. Priorities like:
1. Character/series names.
2. Artist name.
3. What isn't censored.
4. What is censored.
5. Type of censorship (box, blur, mosaic, etc).
6. Other descriptors such as clothing, features, etc.

You'll probably want a coherent and uniform system for #4 and #5 to stop certain tags doubling up or preventing confusion. Theres an option in user settings called "My Tags" so if everyone gets a similar list of common tags and adds them to it they will all be a click away when uploading or editing tags of existing posts.

Then I think theres a way to require users to apply a certain amount of tags before an image can be uploaded to hopefully curb mass uploads of just "tagme".

Might be a good idea to add some of the very common regular tags like 1girl. You can't just search for -thing_i_dislike to filter out something you hate, the search must contain something else and 1girl would be more popular than any censorship related tag. This of course becomes less of an issue once more images get uploaded and tagged. It doesn't actually bother me as I won't be using the booru to download anything, it's just a fetish among other fetishes for me, not a lifestyle. So do whatever you want.
