Huh, I never saw your recommendation for after effects. I'll try check it out.

I tried a few other editors but in the end I just used ffmpeg to dump all the frames and go through them in Paint.NET (with a small script streamlining moving between layers etc) since it was the only way I could find to get easily rotated and resized black boxes. Not the most efficient method but it did work.

It was a thread or two ago now, but with after effects you can just set the keyframes for a box or adjustment layer position while scrolling through the video, it's pretty neat, only thing is the gif output is trash and I don't think you can directly export webms, but just export as avi or something and then convert to webm, still faster than doing it frame by frame, and even then after effects is faster since you dont need to redraw the box or w/e every frame

Then I'd copy the image into Paint, and while trying to cover my eyes, I'd do my best to censor the naughty bits.
