I'm curious myself, I've seen them all over the internet. And trust me they are a good fap. Usually they are made with programs like anime studio. But I'm not really sure.

Distortion of the image in a program like after-effects.
You'd also need to take the image apart where parts are overlapping.
The first image in the thread is only distortion, In the second higher quality one you see that it's not only one image but several layers (like where the chin moves over the shirt)

Is there a tutorial about this anywhere?

Yeah I know after effects but is there any other programs that I could use too. I'd like to see my options.
