Usually Gyaru is more subdued. It's still cute; dark skin, blond hair, maybe some make up, maybe a short skirt and sweater.

Ganguro on the other hand has lots of make-up and piercings along with dark skin and blonde hair. Sometimes pubic and armpit hair (my favorite) Sometimes real and/or fake tattos. Usually very slutty. Their thing is looking just as slutty as they are because they want everyone to know they love cock. It's great.

pretty much based off of old California babe fashion. there's different subsets of it, like Kuro-Gyaru "Black gal" which is based off of black fashion "Hime Gyaru" or "Princess gal" which has a slutty princess look to it.

the description you've been given aren't quite perfect
gyaru is in the hair and makeup mainly, but there are subsets for clothing and styling, the most popular and alive styles are kuro gal which should involve tan skinned but not always (google black diamond for an example of an alive kuro gal circle) rokku (kinda punky) and hime (big hair but mainly using hair pieces and lots and lots of pink and lace)
by makeup it's the enlarged and slightly drooped eye lots of lashes, BIG hair if not big normally completely straight. Ganguro/manba is an oldschool style (there are still a few manbas/ganguros out there) involving super dark skin with white make up and colours in crazy big hair.
The big hair used is normally done in a style called a sujimori

The most alive style in japan is onee gal, mature clothes, maxi skirts jeans sweaters etc with a less but still big eye.
