They do though, not everything, but alot of it. The main issues are; paying for it, downloading it from shitty servers (From what I've heard dlsite (Where most Japanese erotic doujin games get sound) gives you like dial up tier speed), people only get what they're interested not what interests you, (Seriously about 75% of things that people translate have shit tier art and content, but it's all we get because it's the fan translators personal interest), torrents die quickly while DDLs do not (If it's on MEGA, named carefully, and it's made sure idiots can't access the link (thus report it) then it'd be up for a while)
Anyway, OP I suspect you're looking in the wrong places to find them. I suggest sukebei and ulmf, also just try googling the product code (it's the end of the dlsite url, EX 'RJ128212' (Only relevant to things actually released on dlsite though) or the title). If you still can't find anything, try /hgg/ on /vg/ and /h/.

Regarding that game specifically, just googling it's name nets some DDLs. They're cancer filehosts (req premium acc), but it's still possible to get it. You'd have had more luck asking last year when it was actually released
