Also before you say "but spices and herbs are expencive", you must learn not to go to mainstream supermarkets that rip you off but instead by in bulk at various ethnic stores, for example in some parts of the US Chinese supermarkets are pretty common as in Australia and in the U.K. Indian/Pakistani supermarkets are a good idea.

Potatoes are always useful on top of rice and beans, 1000 ways to cook em and their generally pretty cheap, at least where I'm at I can get 10lbs for less than 5 bucks. and 10lbs can last me by myself more than a month
Learn some pasta dishes, they're simple, hard to fuck up, and cheap.
Then learn some potato-based and rice-based dishes. This keeps the main carbs really cheap and simple.
From there just start adding meats and spices and going into new recipes.
Buy a pig pot and make soups and curry. Very cheap. When you make some money you can use meat, when you're broke you can just use vegetables and potatoes
think of meals you enjoy in restaurants. buy the same or similar ingredients. go online and find simple recipes. after a little while cutting portions becomes familiar, same with what temps to use, how long to cook per side, how much seasoning to use, how to reduce water from the dish, all of that
so i guess dont be afraid to look up recipes online and get your ass to the store
