Jackie's not going to be mad at him for Star confessing. She's going to be mad at him for focusing on Star. Marco's going to spend the next couple of months with some part of his mind always on Star's confession and absence, further influenced by the Blood Moon. Plus, there's all the times where Marco has prioritised Star over Jackie, like at that very party earlier.
Thinking she won't be mad at Star however is flat out crazy. This is the kind of shit that would piss off any normal teenage girl. Can you imagine if one of your friends confessed that he had a crush on your girlfriend in front of everyone you knew, and then left? And then for the next few months, he was always on your girlfriend's mind? This is ignoring the fact that Star has been hanging out with Marco so much, that, again, Marco always seems to think of her first, and that even at that party alone he left her hanging to go see Star. The change in status quo allows for that possibility to happen now.
Marco is set for a new character arc focused on Star. His character conflicts at the start of the series, being too cautious and his crush on Jackie, have been resolved in the last few episodes. He's now significantly more confident than he was, and has been going steady with Jackie for a few episodes.
Consider the developments we've had in the second half of this season. We got "Running With Scissors" where Marco's actions have clear applicability to the question of how he's going to respond to Star being forced to leave, and we got "Collateral Damage" which was essentially a send-off episode for most of the minor school-based characters.
The status quo has shifted and a new narrative is starting, which usually doesn't go well for established characters and relationships that don't translate well into the show's new focus.
Nefcy is a complete madwoman and I have no idea how things are going to end up when we're less than halfway through the show's content, but some pretty good guesses can be made for the near future from what we have now.

The Blood Moon is known as the moon of lovers, and it binds two people's souls. This is a powerful hint toward Starco.
But yet Naysaya sort of counters this, because he only appears if the afflicted person tries to woo their true love, Naysaya only showed up when Marco tried to ask Jackie out, meaning that Jackie is Marco's true love.
I guess the two biggest things that could hurt either of them is that technically the Blood Moon just binds the fate of two people's souls, it was never said to be anything in regards to forcing them to be lovers. The captain painting was the only one who mentioned love, but that could just be an old wives tale, and who the fuck is the captain?
With Naysaya, love can change, but I guess that all on whether you believe that a person's true love is predestined or it's something that can be chosen.
It's kinda hard to see where this is going with ships. I'm not partial to either, but I think before assuming that something is set in stone regarding Jarco or Starco, just because of the fate related stuff in this show. Who knows what could happen?
