The mindset at the time CoIE happened was that the Multiverse was confusing and keeping new readers away from the books. Multiple Earths, multiple Supermen, some books taking place in alternate universes, some in the same universe. The Crisis was supposed to simplify things as well as giving new readers a jump on point.

The jump-on point part worked, but then it got into the whole thing of creating one shared history that covered everything from the JSA to the present, creating new characters as historical stand-ins for the golden age versions of Superman and Wonder Woman and so on, retconning the origins of characters who didn't fit anymore like Power Girl and Donna Troy. Suddenly the simplification got very complicated, but no one was thinking that far ahead when they first came up with the idea.

It wasn't a reboot, tho. It grandfathered in a lot of shit from the old continuity, which means it's just as complicated and hard to explain to a new reader as before you fucked everything up.

Simply switching to a clean slate earth would have provided the reboot effect without fucking shit up. It's what marvel did with Ultimates and it worked for a while until the line lost popularity. You simply have to focus your book line on it and clearly label any books deviating from the chosen main continuity with the continuity they are taking place in.

My theory is that when darkseid died and reality cracked, allowing wally to return, prime also escaped the speedforce.
