Honestly, capes on heroes should be entirely based on their image, position and powers.

Batman and characters like him, who use the cape as a dramatic tool, or as a kind of camouflage or as a hang glider? Good. (Shroud is one of these)

Flying bricks? Usually yes. They're a great tool for showing motion in flight. And double points if your a Thor type and you also fit into category number 3...

Regal types. Dooms, Lokis, etc. Guys who wear capes to look more fancy.

Other character types don't work with capes. Like speedsters. A Speedster with a cape would look like an idiot.
