"Neutral Evil" is pretty much the biggest asshole of all who does evil things because he don't care of anything except himself
"Chaotic Neutral" is pretty much a neutral person but "free-spirited" and with weird or independent choices and attitudes, he do what he want, "Chaotic" don't mean evilness, Chaotic is pretty much "weirdness" and "randomness"
for exemple "Chaotic Evil" isn't the worse of all, Chaotic Evil can be just a mad character who kills people because he have his own strange nonsense logic, like Kid Buu in Dragon Ball Z or the Joker in Batman
is there any reason to choose anything other than chaotic neutral for your character? that gives you the most freedom to play the game honestly in whatever context the story unfolds to have
the most boring of all is probably the Lawful Good, this is pretty much the counterpart of SJW, the fucking white knight who does good things because "lulz i'm a good person and this the right thing to do ! justice peace for all for you and for me and the entire human race michael jackson carebears shit"

Chaotic neutral is basically your normal person. I generally prefer good over evil, I mean who wants to constantly look over their shoulder? But I am my own person. Fuck your rules when I suits me. drive 55? lol no. white lies? on it. pirate that music and games? on it. fuck them execs.
(this is why alot of DM hate Chaotic neutral. its basicaly cheating, because you can just do whatever you want, and game the system and its "in character", as long as you don't go out of your way to hurt people just because you can. (although, vendetta's,etcare still within chaotic neutral territory.)

Chaotic evil is, malicious selfishness. dangerous to be around in person. but usually limited in scope cause no one will work with them.
Lawful evil is, your standard tyrant. laws, structure, genocide. slaves, etc. Lawful nature means you are safer around them in person likely. But, most dangerous in terms of grand scale "evil".

Though the alignment system is generally viewed as trash. It's just that DnD depends on it for a few things (spells, abilities, etc.)
lawfulgood is one of the best/hardest to play, when "done right".
because LAWS are not absolute. you can play a cleric or paladin, or someother lawful good, who has some absurd law as core to their tenet.

it's all in how a character is written. a character can be lawful good and not necessarily be uptight morally.

a LAWFUL good character is morally mandated to stand up for what they believe is right.
the key there is BELIEVE. one lawful good person, may have a totally different set of rules from another. This creates CONFLICT, because they can't let it go.
They are forced to make tough moral choices in dire situations, where a neutral character, can just do whatever the hell they want. "eh, not my problem". no conflict.
But I KNOW THAT ! i never said Lawful Good are worthless, i actually just said this alignment sucks that's all ( and this is my personnal opinion, not a general truth ), please can we talk about another thing ?

The 3x3 alignment chart is useful in Dungeons and Dragons when you need a quick-and-dirty way to categorize your character in order to figure out how actual gameplay mechanics regarding abstract qualities of good, evil, law and chaos will affect them.
For real life, or even other fictional settings where that's not the case, it's pretty stupid.
Chaotic is another word for selfish. Neutral leans more towards a balanced fact based decision that tends to benefit the situation rather than the people. Like neutral evil will pour gasoline on a forest fire because that'd be bad for anyone, neutral good would help keep homes from burning but probably leave it to burn since a lot of forest fires need to happen to clear land for new growth, and true neutral would let others handle it while staying out of the matter unless they are effected personally. Chaotic anything is based on the character's motivations and mostly leaning towards their own benefit. Chaotic good will have varying degrees of a law set or simply try to stop people doing evil no matter the opponent's alignment, chaotic neutral does things to their own benefit without the intention of effecting others, chaotic evil does what they want to others regardless of how it may hurt them. If he follows a code of sorts, then he is lawful. The neutral evil is not crazy "kill kill" evil, like chaotic, but does not follow any kind of ruleset, not even his own.
Bob wouldn't kill bart, time and again, because he limits himself with rules that are vague, thanks to almost 30 years of the show, but existent.
For example a demon would be lawful evil more often than not, because they tend to follow a ruleset strictly.

Chaotic neutral is just as likely to rob you as save your life, and honestly he might do both. They're neither good nor bad, they're just a free spirit, that decides who they want to be each moment and each choice they come upon in their life. They're not really held down by common sense or alignments entirely, they just choose per basis.
Chaotic Neutral is like Ranma Soatome, Lina Inverse, Juuza from HnK, Lelouch, Zaraki, etc.
They're not evil, rather they're just free to go "I don't give a fuck, I'll decide when I get there".

Basically, Chaotic Neutral runs the gambit between Neutral Evil and Chaotic Good

Chaotic is a person who will forgo traditions and convention in place for a more personal approach. They are less methodical.
Evil is entirely self-interest, not an objective evil.
So a chaotic evil person is as likely to forgo rules and regulations if there is a great benefit to themselves.
As opposed to a Lawful Good person who has a code of ethics or is bound by rules who does so for the benefit of others.
Really Good and Evil were not the correct terms to use, more Selfless and Selfish were far more accurate.

All those characters are chaotic. Every damn one of them, none are lawful, except maybe Clara, I could see her as Neutral Evil or True Neutral, depending on how bitchy she feels at the time. The rest are all either Chaotic Neutral or Chaotic Evil, though.
