She doesn't seems fat by the photos I have seen. Just bad clothing. She needs to gain weight to be called chubby. I think I can look a few kilos thinner juts by using a different shirt.
Looking by the pics I would say that she have either a healthy BMI or slightly overweight BMI. To me chubby is when the BMI is closer to obese but still not in obese and obese is fat. Not that I mind any of them depending on how everything is distributed.
