I saw it this way: The hyenas were pissed that a new lion guard was forming because now there's going to be a police force around telling them what to do, and they already feel like their freedom is too restricted because they fucked shit up in the past and got banished. So they decide to destroy the lion guard. How do they do that? By forcing the lion guard to irreparably fail in their main objective before they can even finish forming their team, which means destroying the circle of life that the lion guard is meant to protect. Does this plan lack some forethought? Of course, but it would at least (maybe) accomplish the single minded goal of getting rid of the lion guard, and apparently the hyenas can only hold onto one idea at once.
