I hear this argument about cartoons becoming tamer a lot, but I don't think that's really what's happened. I think it's more likely the biggest audience for action cartoons back in the day (young boys) would just rather play vidya where they can take part in action packed adventures themselves now, so no-one bothers to make cartoons for them any more.
Most cartoons these days are for young kids or for adults, there seems to be a gaping chasm where cartoons for older kids used to be. I really hope they succeed.
Steven Universe is the closest to an 'action cartoon' right now since korra ended and they both are overly dramatic schlock with pretty poor delivery in that department. Creators just don't have a knack for truly satisfying violence anymore, the best they can come up with is aping anime scenes because that's the most intense content they were exposed to, while older ones had the golden age of action movies behind them.

The Star Trek cartoon girl you've been posting is far more furry than say Aisha from Outlaw Star, who might as well just be a dark elf with a tail that can sometimes assume an animal form. The 2k11 version though, did make many the cats more animal like, namely the twins with their tails. Some of the aliens in OG Star Trek weren't exactly bad, just not limited to the show's budget. Of course, many seem to forget that, where Stars Wars was more about the diversity of its aliens and worlds, Star Trek was more about the brand of fiction it wanted to talk about. This is scene in the way things are slower, both in the space combat, and more methodical, like the phasers and teleporters.

Shit man, I was in it for the fighter jet. I mean come on, it's one of the most unique and original action cartoon concepts ever, not even fucking Japan has been able to compete with Swat Katz' uniqueness, and they have action series about cooking and card games. It's the sheer fact that it's not just a pair of cat dudes fighting monsters and villains every week, it's that they fight them in a fucking fighter jet, the most unexpected choice for main characters to fight anything with on a weekly basis. In most other stories, the jet would turn into a robot to do the fighting, but no, it was the jet that did it all.
The only thing that could have made it better is if there was a Red Baron for them to have an intense rivalry with. I barely remember the show, so forgive me if there was an enemy jet they fought, but how fucking cool would it be to see jet plane dog fights on a cartoon series.
