That's right. Ben "Bugs" Hardaway, who himself got the nickname because calling someone "bugs" meant they were kind of dangerously crazy—a la Bugsy Siegel and other gangsters.
The very first Bugs model sheet, in 1939, says "Bugs' Bunny" on it, as it was drawn for Hardaway; but due to the implications of the nickname, it worked fine as the character's name, too—especially as the earliest Bugs was crazier and more like Daffy.
