reverse flash can't just kill the flash because that would stop him from becoming the reverse flash in the first place
he needed the flash to become famous/powerful enough so that past him from the XXIV century knew who the flash was and went back in time to meet his hero

Zoom could just kill the Flash without any consequences, the only thing that saved Barry from getting killed was Zoom's massive ego (the speech he gave E-2 Wells gave Crisco enough time to shoot him)

Okay, that's really funny, because since Flash S2/Arrow S4 started the crossover has been mostly referential. Especially much on Arrow's side, because Arrow WANTS to be associated with the Flash now that Flash is more popular. That's why this second half on Arrow had time travel shenanigans, and framed in a very stupid way of nobody really understanding it. The Flash handled the time stuff with gravitas, not "Whoa".

As for Flash's inconsistency? It's a show. Flash is too powerful for his own good, and no writer will always be smart enough to think of a rational reason as to why Flash can't do something.

Heroes had the same problem with Peter, Sylar and Hiro. 3 characters so OP that they constantly nerfed, dumbed-down, or ammensia'd constantly.

This always happens with extremely powerful characters - it can't be helped. If they don't mess with their powers in some way (which they don't for Flash's show) then people (like you, no offense) will ask these precise questions. "Why can't Flash just do __"

It's best to just not think too much about it.

It's why they spent valuable time establishing that on Earth 2 Ollie died and his father became the Arrow. It's foreshadowing.
