The creator was a huge fan of Sailor Moon and other anime like Utena and Unico as a kid and teenager, but doesn't really come off as a weeaboo in the sense of wishing to be Japanese or only watching anime or something.

Apparently she tells the storyboarders/designers on her crew to watch Unico because she likes it so much, and maybe to draw some influence from it, but it doesn't seem like most of those responsible for actually writing/drawing the show like anime more than the average person.

We've gone from animators that have never seen Japanese cartoons, to animators that maybe saw some Astro Boy or Starblazers, to people today where easy access to manga and anime were a fact of life growing up.

This generation of animators grew up during a short window of time when anime was more abundant on TV than new cartoons, and manga took up 3 shelves in bookstores. They are not the same people who traded tape recordings from satellite TVs. These are not the people who formed clubs. Nefcy is not the guy who would stay in the back corner of Suncoast looking for Softcel videos on sale.

Not being elitist about this in any way, I just think these are very different peoples. For people like her, Sailor Moon wasn't Japanese animation, it was a cartoon on TV, and she's just regurgitating her childhood now.

Magical girls were slice-of-life with some magic for decades, until Sailor Moon arrived and made millions on merchandise. Everyone wanted to make another SM so the genre shift to action/adventure. Nevertheless there were still some old school magical girls made after SM, like Card Captor Sakura.

Eventually the genre was ruined by Precure and shoujo mangakas refusing to make new magical girls in favor of domestic violence

It's really not a parody.

There are maybe 2/3 elements of the magical girl aspect that are obviously influenced by anime (throughout the course of the entire series so far, not like once an episode), but even those come off more as references/tributes than making fun of anime. For the most part, the few times the show actually acts like a mahou shoujo series it plays it completely seriously.

Pretty much this. Me and Nefcy are around the same age. I remember anime being on the Saturday morning cartoons and such. So it's just from our childhood.
