See, this is the problem with launching Spider-Man for the third time. He can't fight previous foes cause it's tired, and his new foes have to be selected from a small group that are questionable in being able to hold up a film. I don't see this first film being anything special. Maybe after one or two they could get to some more interesting stuff.

We need Mysterio and some mobster dudes. That part has been ignored.

For so long, companies have been fighting over the rights to make Spider-Man movies because they make bank, and it's kind of a shame because the serialised soap opera style of Spidey's story better lends itself to something like a Netflix series. But the downside of that model is that the budget might be insufficient for the stunts and special effects work required.

So character complexity is sacrificed for spectacle and marketability towards children. I'd love to see Eddie Brock or Kraven the Hunter receive the same dramatic treatment that Kilgrave or Fisk got, but that's just not going to happen.

Saying that, a lighter-toned movie with Mysterio would be fantastic, especially if it was a relatively self-aware parody of the superhero movie industry trend.

I think starting with Scorpion is a good idea though. This iteration of Spidey would feel pretty grounded and integrated into the MCU if they touched on street-level mooks like Hammerhead, Montanna, Fancy Dan, Ox etc.

Spider-man is having fun being the hero, beating minor criminals, maybe one minor actual villain. But generally, he's never faced a real challenge of a villain, because that's the Avengers' job.
Then black suit comes out of nowhere. In his arrogance and feeling of invincibility, he takes it and has a field day with it. But then his anger and willingness to do more evil shit comes, and then you get a cameo from someone, maybe Steve Rogers confronting him (if they kind of make Cap his idol/mentor, it'd work the best.) Peter takes this to heart and ponders it.
Then, he tries his best to unsuccessfully rid himself of the symbiote. Eventually, it happens.
Then Peter thinks everything's fine for a while, then, while out Spidey-ing around, he gets attacked and bashed around by a giant, hulking black monster featuring a similar look to his own suit. It doesn't work out so great, because it's his first actual villain. He loses and doesn't know what to do. But he knows it's his battle to fight because he started it. He develops some kind of technology to fight against Venom, finds out it's his school bully, Brock, etc.

I'm not writing anything special, but I just wanted to emphasize my idea that his first real villain ever is one that specifically means something to him because he essentially started it.
He wouldn't go fight Ultron or Loki or some shit, that's outside his territory, he expects the Avengers to do that. But this would be his own problem that molds him into an Avengers-tier hero who can take on actual villains. Then after that, with Spider-Man's new publicity for defeating Venom and saving the city, he gets new enemies. Possibly Kraven, who might have been trying to secretly hunt Venom as a prey, and he sees Spider-man as an even bigger prey, and slightly wants some revenge for Spidey getting in the way by stopping Venom. He works together with Osborn for intel, because now Osborn's interested

I think we need Madame Web in Spidey's origin, it'll give a different context to his powers.

Most of Spider-man's major rogues gallery was based around a totem, and the design decision behind Kraven was that as a Hunter he would be greater than all the animals on the totem, therefore something to challenge the Spider most.

This is why he beats him in Grim hunt.

You could also very easily make him a techno adaption like they do with nearly everything nowadays. Heat knives, advanced wakanda tech the works.

He was never just a man in the comic either, he was always hopped up on mstical juices that made him stronger, live longer, smell better, react more quicker, etc.

Norman Osborn is kind of a shit villain, anyway. He doesn't make sense thematically.
