And it still has the best live action Turtles.
The Turtles in 2 were slightly downgraded, and TMNT 3 was a fucking mess in all areas, including costumes. And the 2014 movie had terrible turtle and Shredder designs, but the CGI was pretty decent.
I guess I should've said costumes and design instead of just "effects" because that's vague as fuck.

Look Anon. As a lifelong Mirage fan, I get where you are coming from. I was 12 when that shitty cartoon came out, basically the opposite of the TMNT I had been reading.
That being said, the movie was pretty close to the source material. It was a blend of the cartoon and the comic.

We will never have a good TMNT movie that lives up to those Vol 1 Mirage stories.

Because it's a blend of the cartoon and the comic, mostly the comic to create a moive out of. You don't expect them to put even half of all that shit in the first movie, do you? They couldn't even find anyone to do the fucking movie for them for the longest time.

It's called an adaption, the idea is that it tries to adapt the idea of the comic/cartoon to the big screen as well as it can. The 1990 TMNT movie isn't perfect by any means, but it does an excellent job in bringing the Turtles to the big screen.

Besides all of the fighting and jokes, the 1900 movie actually took concepts like family and makes a central theme around it. The movie can take the time to actually back off from the other shit to try and have a few moments where the characters have to reflect of what just happened to them or what kind of situation they're in. Danny just seems like some random fuck they threw in, but when you think a bit about it, he's a reflection of how troubled teens end up in those kind of gangs anyway.

You remember Raph's fight with Casey Jones? After the fight, Raph goes back home, and Splinter talks to him about his anger, and how he always wants to deal with it by himself? And, the most important part, where he says to his brothers and him will always be there for him.
Compare this to Danny, where his dad doesn't understand him at all, and he runs off to the Foot's hideout, where Splinter claims he's their father, and will train them in the way of the foot.

Later on the movie, after Splinter is hauled off Raph goes off in a huff by himself, and the others leave him be, and then he gets his ass beaten to near death by a bunch of Foot Ninja. It comes full circle.

The movie's not perfect, but there's a lot more to it than you're willing to give it, and having all of that stuff you mentioned wouldn't have made for a better movie. If you want to complain about the lack of using material, go down and ask about III

Because it had none of what you just listed. That movie has always been at the core of what I know of TMNT. It's the most down-to-earth and can be taken the most seriously in a dramatic sense. If it had any of that over the top crap (apart from the turtles themselves) it'd be shit.

Also I wish they'd have released John Du-prez's score, instead of it just being meshed into one thing on the soundtrack.

That's not CGI....that's a costume from a cheap TV show.

I mean I want to see more CGI renditions of anthros in Live Action films. TMNT is the perfect vehicle for that. Just making a movie about Old Hob's gang being the villains would do the job......well they'd need to hire good animators, designers, etc. And the turtles need re-designs as well because they look butt ugly in the 2014 film. Splinter looked alright though.

Mikey and Donny were ignored pretty much completely, the villains were atrocious, and the plot was a paper thin excuse for Leo and Raph to throw down.

It felt more like a two-parter from a television show rather than a movie.
