People who write, film, draw, or animate this shit typically have no idea how much of anything works
I don't even mean in the rule of cool sense. Rule of cool is easy to recognize because it's something that is really silly, but is excusable on the grounds of being awesome.
But there's a whole load of similarly nonsense cliches that are not awesome, and really are just lazy writing.
