Secret wars Shenanigans would be a good explanation but more likely it was just editorial meddling. The Mist had no effect on the mutants before ANAD and Soule setup a fight between nuhumans and old inhumans at the end of Inhuman and now we got this cold war scenario with muggas and inhumans. Cyclops is probably not dead since way back when his returned was stated to be in uncanny inhumans and no details on how he died are given yet. This should be the same T-bomb making its way around the globe.

uncanny inhumans was more interesting.
This seeme like an x-men title with a different name and is in fact as bad as the other x-title currently out.
It doesn't help that the plot of working together with the authorities to find inhumans/mutants and having t oface people who hate you as well as those who fetishize you has already been done, in the main universe but especially identical in the Ultimate universe.

Who cares? They have 2 books, they are promoted, they are the franchise that marvel cares about developing. Who cares if it's a stinker, if the movie will be a hit and everyone will love Inhumans, and will want to have a plushie Lockjaw? And Inhumans will have enough trades for any casual to get into them.
It's a product, there is no soul(e) in it, but it's marvel, so it's an instant hit.

Check out the Jenkins/Lee Inhumans limited series from the late 90s. It's the best introduction to them. After that, you could either go back and read the Inhumans graphic novel from the late 80s and their appearances in Lee/Kirby Fantastic Four (which you should do either way since Lee/Kirby F4 is some of the best stuff out of the silver age). For newer stuff, Silent War and War of Kings are pretty good.
