John Byrne for starters. After that it's just a cavalcade of writers retconning loses, pulling, "you think I lost but I really didn't," to the point of absurdity, endless wanking, and a fanbase that literally thinks nothing he does is evil, bad, or even immoral.
When it turns out that everything he ever does that didn't work is a robot while everything that does work is really him it doesn't make Doom look like the best, it makes him look like he builds shitty robots.

There are a lot of egomaniac characters out there, Doom's whole charm for decades now is being the most Gary Sue villain out there. And I for one, love every second of it.
