Superspeed in general is pretty hard to balance around so they pretty much like to pretend Superman and other non-speedster characters with superspeed simply have "fast travel" and otherwise fight like a tank that can fly. As in like a real world tank which move really fast but not absurdly so and not like a movie or video game one.

Which is why you'll watch stuff like STAS or Justice League where most Superman brawls happen at normal human speed but then every once in a while he'll do a DBZ-style fucking "zip right around a nigga as he's turning around" or intercept a target he just punched into the air mid-flight. Or just catch bullets.

Every once in a while you'll see how much super speed tips the scales in Superman's favor, or with Superman vs Batman analogues like in Irredeemable.
