Archie is catering to the direct market completely. They know variants sell to retailers, and to buyers. Yes, people still buy multiple covers to a comic.
For instance, Aspen always does 4 covers for issue #4. My retailer orders 1 or 2 copies of Aspen books, but will order 4 for the #4.
