Hunters by and large are free agents who just go to school for combat training and direction on what part of peacekeeping might appeal to them. Atlas is the only one that appears to have a military link at all. It explains Winter's attitude pretty well.

What we do know is that Weiss immediately and happily ran towards the airship containing her sister when she arrived, so clearly they're on good terms.

Negative reinforcement usually isn't good no matter where you are. People motivated to do things because good things will happen are much more useful than people doing something so that bad things DON'T happen.
Their patterns of responses are similar, but the satisfaction and motivation over time are higher with positive reinforcement schedules.

That's not what negative reinforcement is.
You're talking about threatening people if they fail.
Negative reinforcement isn't about avoiding punishment or yelling or whatever, it's about showing that you can do it, that you are capable.
People who don't function properly under negative reinforcement will be motivated because they're afraid of punishment, which is bad.
However, people who thrive under negative reinforcement often don't under positive reinforcement.
Many people don't respect authority if they're not willing to dish out punishment if you fail.
In the end it all boils down to how individuals get motivated.
Most things do, but the reason it's called a generalization is because, generally, it will apply to most people. Negative reinforcement does not work in a large majority of cases. Look at animals, training done through positive reinforcement not only sticks better, but negative reinforcement has been proven to lead to aggressive patterns of behavior.

That generalization usually gets backed up by studies, and a lot of behaviorist work shows that people aren't as unique as you'd think. Negative schedules get results, but they don't keep them over time.

Negative reinforcement is when an action removes a negative stimulus and the removal of that stimulus is supposed to generate the behavior more often. If Weiss is being motivated to act to stop Winter's bitching, she's being negatively reinforced because she's acting to take a negative stimulus away. Weiss would likely be much happier and more productive if she were acting to get praise from Winter, rather than stopping the insults. Both get results, but one is healthier and more viable in the long term.
Monty said the Schnees were big on symmetry and that Weiss' off-center ponytail was a symbol of her being rebellious. Then you have Winter, whose hair is also asymmetrical. So, it seems to indicate that Winter's a good guy, if Monty's statements still apply.
It's not true that generalizations apply to most people.
It's still a generalization even if the person making the claim is simply misinformed.
Not to mention that a generalization is about the largest chunk of people, not about most people.
If you can divide people in four groups, one group containing 20%, one containing 30%, and 2 containing 25%, then saying that everyone belongs to the group with 30% is still a generalization, but most people don't.
There are people who don't respond well to negative or positive reinforcement for example.
And there are definitely patterns to these things.
People who want to prove something, people who are competitive and people who have a lot of determination (and loads of other groups) respond well to negative reinforcement more often than many other groups.
Weiss, put nicely, clearly has a lot of self-respect, and she doesn't want to let the family name down.
It's very likely then, that she will respond positively to negative reinforcement.
And again, her sister has probably trained her before, and they're on very good terms.

Actually, yes. A lot of abuse victims still love their abuser, and they stay around to continue being abused. And there are plenty of studies on the effects of negative reinforcement and how it by and large does not work. Even on, as you say "competitive" people. They're motivated by winning, and wanting to be better, which is a positive stimulus, not because people told them they're not doing good enough. Just because it happened to work for you doesn't mean it works for most people.

I don't write anon stories, and I do not try to change Jaune to fit my self insert fantasies, I try to stick as much as I can to the actual canon, and fill in the blanks where I can, which I admit leads to a different Jaune then strictly canon Jaune, but I didn't have much to work with back at the beginning of S2

If they're training her glyphs, then clearly they're training to either keep them up longer or to use more advanced versions, both of which could result in flickering we've never seen before.

Could be a name thing, for example the official name for several countries on our planet are are Kingdom of Denmark, Kingdom of Sweden, the United Kingdoms, Kingdom of the Netherlands and Grand Duchy of Luxembourg. They are all called Kingdoms but they are not ruled by a monarchy, so it's something similar with the countries of RWBY.
