Does a change in hair style really matter for a character?
Sometimes it may actually reflect how a character is changing, like Janine on The Real Ghostbusters.

if the character is otherwise boring, predictable, or grating like the one you posted, then no. A hairstyle change does not make a difference.

Well, I do remember Libby from Jimmy Neutron changing her hair at one point, of which she didn't change much aside from what she usually wore. The other characters did change fashion a little but it was earlier in the series.

If the hair is of some importance to that character, and if the change is brought upon by some kind of mental change, then yes.

It can be if it's accompanied by character change.
If it's only for aesthetics, then no, of course not. The girls in Adventure Time change their hair all the time, and it means nothing.
Sometimes it can be both at different times. The Girls in Gunnerkrigg get new haircuts from time to time, but one time it was actually plot sensitive.
