Yeah. Any human with an x-gene that hasn't been exposed to the mists can still have it activate at puberty. It's just that humans coming in contact with it kills the x-gene, and mutants coming in contact with it kills the mutant.

Avoid the mists and you're good. Hence why the X-men have relocated the school to Limbo where there is no mist. Going off-planet until the mists are gone would also work.

That's not necesarily a change in how they work though. Remember that the Attilan inhumans are 100% pure bred inhumans. Kamala's family and the other nuhumans have an inhuman ancestor among countless generations of breeding with humans. They'd only be like 1% inhuman compared to 100% inhuman so the part of inhumanity that's effected by terrigenesis may not be strong enough to gain a reaction for some.
